On Thursday the 26th of March the Centre for Digital Social Research (DIGSUM) will host the second seminar in a new seminar series celebrating a decade of interdisciplinary digital scholarship at Umeå University. Throughout the coming year, DIGSUM will host monthly seminars featuring leading researchers, emerging scholars, and invited speakers working at the intersection of digital technology and society. In the second seminar Silvia Caretta, Uppsala University, will talk about “Inside Europe’s shift in platform governance”.
Abstract
Drawing on the author’s new book ‘Online Content Moderation: The regulatory continuum from EU regulation to platform self-regulation’ (August 2025), this talk will offer reflections on the fast-evolving regulatory landscape governing digital platforms and online content governance. Silvia will illustrate how online content moderation is governed within the European Digital Single Market and how public and private regulatory frameworks interact, overlap, and at times conflict in shaping digital content governance. This talk will provide a structured analysis of the legal and quasi-legal mechanisms shaping platform governance, offering insights essential for designing fair, effective, and accountable governance policies. The project it draws from represents a timely and comprehensive mapping of the regulatory continuum spanning binding EU legislation, co-regulatory instruments and policies, and platform self-regulation. Particular attention is payed to how online platforms interpret and implement regulatory obligations, as well as to their persistent role as “private rule-makers” in shaping online public discourse.
Silvia Caretta is a lawyer with a PhD in Law & AI from Uppsala University and the Wallenberg WASP-HS Graduate School. Silvia has over 15 years experience of EU Digital Regulation, AI governance, and Platform Regulation.
